Abstract

燃气建设工程设计阶段在整个工程建设中起着承上启下的作用，一个工程是否能达到安全满足功
能的需要，是否能取得最佳经济效益，在设计阶段已经定型，一旦设计阶段造价失控，损失是巨
大的。本文首先对燃气建设工程设计阶段工程造价失控原因进行了研究分析，为有效控制设计阶
段工程造价，文章从技术与经济的有机结合、大力推行限额设计、严格控制设计变更、改革有关
政府职能、加强设计监理、积极引入竞争机制、改变设计收费办法、制订造价控制体系等方面进
行了深入分析、探讨和研究。
