Abstract

近年来，随着国家基础设施建设的快速发展，国家对管道燃气等公用事业特许经营的管理日趋规
范。本文就当前国家对这一领域的立法，并结合城市管道燃气特许经营的一些基本情况，就特许
经营的性质以及特许经营的过程中存在的一些问题等方面进行讨论，希望通过讨论能够进一步加
深对特许经营的认识和理解。
