Abstract

2010年6月1日，国家发改委上调天然气出厂价格，2010年11月和2011年4月，又相继两次发文要求地方暂缓调整天然气价格。由此造成处于燃气产业链下游的城市燃气企业普遍经营困难，运营风
险增加。由于国家实行天然气价格的分级管理，造成城市燃气企业调整价格受到诸多因素的影响
和条件的制约。本文从目前城市燃气价格机制和面临的形势入手，对建立价格联动机制和完善价
格听证制度问题进行探讨。
