在学习与宣贯《城镇燃气管理条例》（以下简称《条例》）的过程中，将《条例》所涉及的行
为主体分为政府管理部门、燃气经营者、燃气用户、有关单位和个人4个层次，并全面系统地
梳理出各相关方的管理职能或义务。为系统学习与掌握《条例》提供了一种较为方便的方法与
途径。
