Abstract

To address the challenge of aging gas pipelines operating in a “faulty” state during urban renewal and to enhance urban safety resilience, this paper takes Hangzhou as a case study, systematically analyzing the multidimensional challenges and difficulties associated with the renovation of aging gas pipelines across technical, managerial, and social dimensions. Building on this analysis, it proposes universal policy recommendations from five perspectives: top-level design, financial support, technological innovation, interest coordination, and the establishment of long-term mechanisms. Furthermore, it highlights Hangzhou’s specific practices and achievements in developing a policy framework, implementing a differentiated cost-sharing mechanism, and innovating public engagement approaches, thereby demonstrating how local initiatives can explore and establish effective pathways. The study indicates that establishing a systematic, institutionalized long-term governance framework is crucial for advancing this work, and Hangzhou’s experience offers valuable reference for other cities nationwide facing similar issues.
